Food problem across the board? Chaos in circulation links should be investigated more.
In the daily market supervision sampling inspection, once the meat of livestock and poultry is "unqualified", the upstream and downstream of the industrial chain often shirk each other, and the attribution of responsibility is also controversial? However, the abnormal sampling does not mean that there is a problem in the production process. In formal enterprises with standardized quality control, most risks do not come from production lines, but are hidden in complicated circulation links.
At present, the ubiquitous "mixed goods management" mode of terminal vendors is the primary hidden danger of the problem meat of livestock and poultry entering the market. The so-called mixed goods means that the same sales terminal purchases, stores and sells similar products from different channels and brands at the same time. In the livestock and poultry meat area, the boundary between brand counters and bulk sources is blurred, and some supermarkets mix products purchased from unauthorized channels into brand areas for sale in order to reduce costs. Once the veterinary drug residues in this batch of products exceed the standard or are adulterated, the random inspection will naturally point to the brand. In fact, the brand enterprises have no knowledge of this and are simply "taking the blame for others".
What is even more worrying is that some circulation entities take risks, falsely use and apply quarantine certificates and traceability codes of regular brands. A legal quarantine certificate should have been "a certificate goes with the goods, and a certificate is issued for one goods". However, in practice, some wholesalers and supermarkets use copying, PS tampering or even illegal purchase to sell unqualified livestock and poultry meat as well-known brands. Because the law enforcement sampling inspection is mainly aimed at the terminal, it is difficult to penetrate whether the inspection certificate really corresponds in the first time, which leads to the smooth "customs clearance" of the problem meat, while the goodwill of the brand enterprise is innocently damaged in the post-event notification.
The above chaos directly leads to two consequences: misjudgment of responsibility and difficulty in tracing the source. Once the unqualified sampling information is publicly released, the first reaction of consumers is to condemn brand enterprises. At the same time, from Shangchao to wholesalers, and then to slaughterhouses or farms, there are many intermediate links and chaotic bill management. It often takes huge manpower and time costs for enterprises to prove their innocence, and even it cannot be clarified because of the loss of evidence.
To solve this dilemma, it is far from enough to rely solely on enterprise self-examination. On the one hand, the supervision department should strengthen the on-site verification of the mixed goods operation of Shangchao, promote the establishment of the system of "independent account of brand counters" for fresh products, and block the mixed goods space from the source. On the other hand, we will speed up the nationwide unified electronic and tamper-proof system for livestock and poultry meat quarantine certificates, and realize "scanning the code to check the authenticity, that is, the matching of inspection certificates", so that there is no room for the act of taking certificates. At the same time, improve the release mechanism of sampling results, and distinguish the responsible subjects in the notification for cases that have been clearly attributed to intentional infringement in circulation, so as to avoid enterprises "lying down".
The healthy development of the industry requires a fair division of responsibilities. The unqualified board can't be hit on the enterprise every time. Clarifying the sinking of the circulation link is the fundamental policy to protect the safety of the tip of the tongue.
